The Partnership for African Social and Governance Research (PASGR) is a pan-African not-for-profit organisation based in Nairobi that aims to increase the capacity of African academic institutions and researchers to contribute stronger evidence based research on public policy that can have a positive impact on pro-poor development policies in Africa. It was established in response to the declining capacity in political and social science research output in sub-Saharan Africa.

In Addis Abeba, housing supply is most critical to the middle and low- income groups of the population. Sebawit G. Bishu (PhD) with support from the Partnership for African Social Governance and Research( PAS GR) did a research in Addis Abeba on the strengths and gaps in the housing sector. A number of aspects for factors fostered the poor housing supply conditions in the city.
This policy brief highlights strengths and limitations of the Integrated Housing Development Program (IHDP); a government-led initiative to supply housing to those under served by the market. The IHDP is also unique in that it is fully government led and financed and adopts an integrated and holistic approach to addressing urban poverty in Addis Abeba.
