The Partnership for African Social and Governance Research (PASGR) is a pan-African not-for-profit organisation based in Nairobi that aims to increase the capacity of African academic institutions and researchers to contribute stronger evidence based research on public policy that can have a positive impact on pro-poor development policies in Africa. It was established in response to the declining capacity in political and social science research output in sub-Saharan Africa.

The Partnership for African Social Governance and Research (PASGR) together with the Centre for Bio-Entrepreneurship (CABE) held a forum in Kitale, Trans- Nzoia county on Apprenticeship Policy Framework on Youth employment creation in Agriculture and Agro-Processing in Kenya. Utafiti Sera is an initiative developed by the Partnership for African Social Governance and Research (PASGR). Utafiti Sera represents a community of researchers and policy actors working together to enhance research evidence to ensure that appropriate policy actions occur through programmes, legislation, and policies.
This policy brief highlights four key areas that a new apprenticeship framework should address if Kenya is to create and sustain youth employment in agriculture and agro-processing sectors as predicted in the Youth Agribusiness Strategy and endorsed by the Internship Policy.
